I know it is used often, but I can't find anything that states it is approved by FDA for ITP.

It is not. It is widely used off-label for a variety of autoimmune conditions, and this is permitted.
It has, however, been thoroughly studied for use with ITP. More recently, studies have been done that show its effectiveness at much lower than the standard dose.
